Tiger New Install - LW wont start

I have a g4 powermac that I just installed Tiger on (Fresh install - wiped out HD) and have installed LW but it wont run. Application shows running but no windows pop up. I have installed all the updates but can't figure it out. Have checked out the apple thing about 10.3.9 but it didn't help.

Any help would be really appreciated.
