No not really...Your apartment building probably blocks the tenants from using p2p apps as they can use up a lot of bandwidth...
Try asking around and see if any of the other tenants use p2p successfully...

Also if you can't access the modem/router to open up the ports, you wont be able to get around the Nat Firewall that's probably within...
