the IP's are saved in the limewire.props file (on OS X at least) in the line starting
BLACK_LISTED_IP_ADDRESSES=
They can be edited with a plain text editor; individual entires are separated with a semi-colon.

I think you have to have at least one IP listed in the options for the line to show in the limewire.props file.
