Cable Modem Issues

I am running Win98 SE & Roadrunner. When I attempt to download files my connections get dumped (specifically the default gateway & Outgoing SMTP server). I also run BlackIce Defender, which I have tried disabling - still same problem.
Anyone else have this trouble?
