Unable to Install

When I am installing I get it tells me:

1607:Unable to install InstallShield Scripting Runtime

I am getting the same error. I am running win98. Any ideas?

Same on W2K

I run W2K, regularly updated and with the latest ISScript.msi.
I cannot install (installshield error and then 1603 msi error).
