I keep getting a 1621: Failed to verify signature or file INSTMSIA.EXE everytime I try to do the install.

I've tried downloading the installer over and over again to no avail and even in earlier versions like 1.8 gave me this error as well.

I'm pretty sure I know what this error means, but what I can't figure out is why I'm getting it and what exactly causes it.

I've also noticed that there are only two other threads about this problem and nobody has answered theirs, so I hope that at least one person will read this and reply. I don't care if you don't know the answer, just reply saying that you don't know if you're reading this. ANY input would be greatly appreciated!

(BTW, I'm installing to Win 98 SE OEM full install)

Install the software while you are connected to the Internet.

I am on the net when I try to install. Obviously I couldn't download the INSTMSIA.EXE and have it fail if I weren't.
