There's various reasons that might happen. One is if you jump back to a previous version of LimeWire.

To reload them, go to the Library window, select the incomplete folder, select all the files within the incomplete folder & then press the Resume button. This will force them all back into the download window. They will all show zero % until they actually start downloading again & any that were partially downloaded will after resuming downloading show their correct previous download stage percentage.
