 Well, LW is legal in every country (as far as I know) but what people download with might not be legal. It depends all on the legacy laws (or copyright laws) of the country you live in. Let's say you download my private picture collection of my cat, that would definitely be legal. On the other hand, if you download the newest blockbuster just recently released on DVD, that might be illegal.
