 No, hits shows how many times that file has been displayed as a search result. If you look at the Uploads cloumn, you'll see if the files have been uploaded. The figure on the left shows successful uploads, the figure on the right shows attemped uploads. So if you saw 3/4 it would mean that the file's been uploaded 3 times out of 4 attempts.
