under the tools tab+then the options tab
then the speed tab you come to this,,,,

ULTRAPEER CAPABILITIES

disable ultrapeer capabilities [ ] <----do you tick this box or not

ALSO at the bottom near my signal metre there is a firewall,,,
saying windows has detected a firewall is this ok or not ?????? thanx (biddy) noobie 2day-LOL

It's fine to ignore that checkbox, since it's just there in the rare case a user wants to override LW's automatic decision whether it's best to run as an ultrapeer or not.

Re the firewall, search the forum for Windows firewall instructions (I'm using a mac).
