Question problem with firewall during setup

Right after i select wether i want limewire to run when windows starts or not, i click next and it says:
"Firewall Setup

LimeWire performs best with full access to the Internet. If firewall or security warnings appear, please unblock LimeWire and choose to remember the setting. Your firewall software may look different than the below picture"

and then it shows me an example of what the popup would look like. However, my firewall is completely disabled and there isn't a Next or Finish button at the bottom.
PLEASE HELP!
I've tried completely uninstalling and then reinstalling limewire a couple of times, and nothing works.

Default

1. Remove all your versions of Java using the add/remove control panel. Then re-install the JRE 5.11 offline version Archive: Download Java 2 Platform Standard Edition (J2SE) 5.0 Update 11

2. Then delete your LW prefs folder instructions here: Point #3 in Fixes for Limewire (sample image included at bottom of page.)

3. Windows Firewall - LimeWire set up your XP firewall as described.

4. Then re-install LW. Best to install the Offline installer version. That's the 2nd one you find on the download page.

i did all of that [i think, because wasn't sure which was the LW prefs folder].
and it is still doin the same thing.
