Any reason why you want that older version?
Where did you download LW from? The only official site for download is Lime Wire » Official Website & Free Download, BitTorrent « & they only offer the latest version for download (only Mac users can download old versions)...the latest is 4.14.12.
If you're downloading LW from another site, try going to the official site instead & make sure to use the offline installer...when you click to download the installer, cancel the dialog box which pops up. Now use the option to download the offline installer.

If that doesn't help, try reinstalling Java. Use the JRE offline installer & remove any other versions of Java that you have installed (thru Add/Remove Programs) before installing the new one
