 It is compatible with older clients and by BS implementing it many other clients would soon follow and maybe the bickering at the GDF could be overcome. If there are problems with the current file hash protocol they can be changed later but by implementing the protocol now gnutella could move forward by leaps and bounds. Vinnie seems to agree.
