The stalling comes from sources at which you are in the queue, but which block a segment nontheless, so phex has to wait for them to finish.

To fix this, phex would have to download the same segment from multiple sources and then select the first which finished (or actually began downloading, or similar).

This isn't fixed, yet, since it wasn't first priority for this version.
