about ultrapeers

two things that the client should do when ultrapeer:

1. stop doing uploads to keep the same number of leaves connected at any given time.

2. keep 0,5-1k upload bandwith (or more) off the ultrapeer connection so the users on their dsl/cable connections will still be able to surf the net faaassst

this behavior will raise the number of people willing to stay ultrapeer and thus improve the network.
