I have a lengthy Mp3 of a concert that I would like to edit down to the individual songs. Can this be done (in a Mac X environment)?

QuickTime Pro and iMovie allow copy and paste of sound selections. I'm no music expert, but the QuickTime forums should point you to those with better answers.

You need a program for it.
If you have windows i recommend goldwave (its free), if you are willing to pay cooledit pro is the choice |

Afer you've saved them smaller in mp3 format, find a real mp3 ripper (itunes will work) and rerip the mp3s to the bitrate you want which shall reduce the size.
