What 'they' meant was that the Lime thingy does not have a burn feature: you have to get another application dedicated to burning such as Nero for PC or Toast for Mac.
There are other apps that will do the job if all you want to do is burn music CDs (or .mp3 CDs), such as iTunes for both PC and Mac.
You, of course, have to make sure that your computer's CD drive is capable of burning before buying (or otherwise "acquiring") burning software. If you don't have one, then buying one also makes sure that you obtain one such app since it is included in the package.
