Which version of Java do you have? You're best to use Java 1.5 especially for LW 4.11
The drop down window with the Change Language options will show the flag of the language. Chinese are the last 2 on the list from memory. Edit: It seems attachments are working again. I have Limewire 4.12.3, Java 1.5.0_11 but there is no Chinese icon on the drop down bar. I did not experiment with Limewire 4.11 so I don't know if a later version is actually inferior. Please see my screenshot attached.

I have a suspicion it's a problem of them not showing rather than not being present. I'd suggest you make a note of all your settings in Tools>Options, then : Try deleting your LW Preferences folder whilst LW is closed; instructions here: Point #2 & 3 in Fixes for Limewire (sample image included at bottom of page.)
