need more resources

I keep getting "need more resources" when trying to download movies. I was able to download a few already, however everytime I try now, I get the "need more resources". I then went to the FAQs and read under the "need more resources" question, and tried everything that they said to do. Whenever i got the sign, I did a research on the movie and the same person uploading didnt come up. I then tried downloading several of the same at simultaneus times(the maximum set in options),and the same "need more resources" sign came up. Could it be because I don't have that much information on my computer to share with others that people are declining me, or blocking me(if possible)?
I have three movies that I downloaded that are available for sharing. Is there something that I am doing or not doing that is making it not available for me to do downloads anymore?
