As far as I know, the School has every right to do this, as your using your schools resources, and they have the right to control them any way they wish, as the bandwith is for educational purposes only, ie to look up information on the internet, my daughter's school has even blocked downloading anything at all unless the student has been given permission

Then they must have a password inserted to be able to download
