192.x IPs and 10.x IPs are lan IPs as shaba said.

Dynamic IPs for ISPs are easier to manage as they can reset their database without remembering IPs. This also help them control traffic as people usually don't install web services (bandwidth consuming) on machines with dynamic IPs.

ISPs DO keep track of the last few IPs you had with the corresponding time. They usually change your IP a couple of times a week even if you are always connected (ie via a router).
