when i shut down lime wire it almost imidiatly starts back up and i have set it not to come up on startup but no matter how i close it it comes back on! also task manager will not come up

It means you picked up a virus/trojan while downloading from Gnutella. I suggest you use an Anti Virus scanner ASAP! Here's a trusted site with some free ones if you dont have an AV:

Limewire should NEVER open on its own or run on its own. When that happens that means you got infested.

The only place to get Limewire would be at the official site I would think. I suggest then you uninstall that and download the free basic version at the official site: www.limewire.com. Its the only site I go to for new Limewire releases. and I suspect you picked up a viruses as well. Limewire should not be shutting down or starting up at all on its own unless you got it set to automatically run on computer startup????
