on the bottom right hand side of the screen, i take it the green bars indicate how much of your available bandwith you are are using.

what does it mean when they are blue ?

you are indeed correct,
its the bottom LEFT hand side of the screen (the connection strength indicator)

green is good - that figures
red is bad - that figures

but sometimes it all goes blue - im not sure what that means .

I have basic and sometimes I might get one red bar and the rest blue, and for me this means one of my ultrapeers has dropped and I'm connecting to another.....
