 Try everything again then; uninstall Java & reinstall using the "Offline" version. Delete the LW preferences. Reinstall LW using the "Offline" installer. There's a new LW 4.10.9 version out. Before doing this however, try running this small utility Crap Cleaner BTW you could always post at Norbies site in the general section & explain a program refuses to open.
