How to read licenses

Recieved useful info on another thread but still have questions.

I'm learning that not all artists share. How do you find the license info telling you if you CAN download? I click on the tools tab and all I see is "license" with a check. All this does is add or remove the license box on the main page. Where do find the artists license agreement?
