You're in Quebec? I'm not aware of ISP's around there being anti p2p.

It might be fake ultrapeers you are accidentally connecting through. (a) Problems with the search, __ (b) Hostiles List. See if those things help. If still issues, sometimes you need to close LW, wait ten minutes & try again. Keep your Connection window open. Make a note of which ip's you are connecting to each time. If same, try connecting to others via the Remove option.

Also, try make your searches simple. Use a common search word, try a general search.
