It is an experimental language choice that should not be included. I don't think it actually does anything.

LOTR -- Looks like you're not using a released version of LimeWire (not one that we published, at least). Using LimeWire through CVS or other means may have side-effects of showing things that aren't meant to be released, such as that left-to-right layout. There's still a problem of showing English (United States) twice in the language listings, but I don't think that'll necessitate a new release to fix it.
