Why only 12 kb upload speed possible?

Hi there,

why is it only possible to set the max. upload speed to 12 KB? I have way more bandwidth that I am willing to share. Right now I have four people downloading from me, all only at 3 K.

Imagine all users having XoloX.... that would set the network speed of all USers to 12 KB or less... Do I get something wrong here?
