DL speed drops when not using PC

Although I'm on cable I find that when I come to the computer it seems to start getting the files faster. So I am experimenting with StayOn a program that pings IPs to keep the session alive. I know that things depend upon the serving PC but my evidence suggests thata keep a live might be useful. (I've said this elsewhere.)
