That's called downloading a copyrighted file from what I believe is riaa/mpaa servers hosted on Cogent. The ip blocks with the virii/porn/etc are as follows if you want to attempt blocking them:

Cogent servers, possibly riaa/mpaa:
66.28.0.0-66.28.255.255
66.250.0.0-66.250.255.255

Spam bots:
194.213.194.37
194.228.211.204
