Are you sure you mean adding a shortcut to the Control Panel? Or do you mean Start Menu or Taskbar?
Where is it exactly you wish to see the shortcut? I do not think it is possible to add shortcuts to the system's Control Panel system. I suspect that is a reserved system. Or do you mean adding a Desktop shortcut for a particular control panel?
