i see these files all the time but dont know how to use them, are they some kind of torrent thing?

They're spam.

38.5 kb is way too small to be a video file, or a music file

(even though the 38.5 kb (or KB?) file sizes don't appear there - they may be a file size used by spammers. If one file size appears again & again in results, always be wary of downloading files of that size

If you do decide to download any file that you might think is not quite right - scan the file with your updated AV before opening the file!!!
