Silent install off? how do i turn it on?

I Keep getting a error message saying can not install due to silent install is not enabled can some1 tell me how to enable this.

here is what it says....

To run a silent install you must either speciffy a responce file or override this event [onmsisilentinstall0] and provide your own implentation. the setup will now end

i run on windows 98
