Try uninstalling your current version of java while LW is completely shut down. Go to the add/remove programs control panel and uninstall your current version of java. Now download and install J2SE Runtime Environment (JRE) 5.0 Update 11(use the offline installer): Archive: Download Java 2 Platform Standard Edition (J2SE) 5.0 Update 11

That should fix LW so it'll open up. If it still won't connect, post the make and model of your router. Most have a firewall in them that'll need configured. Also make sure LW is allowed through your norton firewall.

I told them to allow both limewire and frostwire but there is a firewall

Sorry, I didn't notice you were on a dial up connection. You probably don't have a router. Check your Norton firewall again and make sure limewire is allowed access to the internet. Also make sure the xp firewall is shut off.
See User Cant Connect - LimeWire

Open LW and go to Tools>Options>Speed, and tick the box beside "Disable Ultrapeer Capabilities", and click apply. Sometimes that will cause problems for people on a dial-up connection. You may need to restart LW for the changes to take affect.
