Error 1607 - InstallShield Scripting

I'm getting Error 1607 - Unable to install InstallShield Scripting Runtime. I got the 'isscript.msi' file and tried to load it separately, but got a message saying that the policies on this computer don't allow that install.
Win2000 Pro, I am Admin on machine.
Anyone else get this and get it solved?
