valid windows installer

I downloaded limewire to Windows 98SE. When I go to install it I get this message: Installation could not be opened,Check with vendor to see that this is a valid Windows installer, :c/windows\Temp\_is604\limewire2.1.3.msi. Why won't this install? Please Help!!!
