Won't install in Win NT or Win2000 without administrative priviledges

I have a Windows NT 4.0 account and a Windows 2000 account on different computers. The newest installer will not install on either system without administrative priveledes. I think the problem is that the installer will not allow for the option of installing only for the CURRENT user, but instead defaults to installing to ALL users.
