That means the default port 6346 is blocked. The majority of universities nowadays do attempt to block p2p sharing because it uses a lot of bandwidth which they pay dearly for. First thing they often do is block a range of ports. So ... can try changing ports; try changing both connection & listening ports to one between 49152 - 65535. Example: port 64049.
Manual port forward instructions & sample image & set it to either manual port forward or the other option, but not UPnP. Manual port forward as the lesser preferred choice.
