The spammers use dynamic ip addresses they change frequently. There's other ways to help prevent spam. See

Edit: Just
a warning on PeerGuardian, not wise to use its HTTP Blocker, else you may find yourself surprisingly blocked from several sites. Else, if you know how, put those sites on the safe allow list.
