I had this same problem in the recent past, something my son had downloaded had disabled my Nortons Firewall and Antivirus (both 2003). It took me almost 12 hours to get them back into working condition.

However, in my case, the manuals were of no use I had to go onto the Symantec web site, read through the knowledgebase, to get the answers I needed. Which turned out that I had to delete both NAV and NPF (2003) and then reinstall and update them.
