The incomplete folder contains a .bak and a .dat file and if these files are damaged in anyway the incomlete files may not resume. Damage can occur if there is a system crash or Limewire is closed incorrectly. Also if the folder is moved or the files are moved it is likely to cause problems. Occasionally installing an update can cause problems (although it should not).

I'm not sure what you mean by " i copied the incomplete files both upwards of 700mb large but that didnt work they start from 0kb" and wonder if this might be a cause of the problem????

It is worth checking that your "days to keep incomplete files" in options is set to well over the 7 day default setting 100, 365 or 999 days for instance although I don't think this is your problem.
