 The answer is yes, those peolpe that are effected by firewalls and ISP's can make a world of difference to speeds.. It gets really difficult to say why some fixes work for some and not others as everyone's setup is so different... You have tried just about every fix that's known... It's also the firewall that you can still see as well, that must be having an effect on your speeds...What about this realtek network card rtl8139 do you need to update the drivers..
