The ISP is the university. Many if not most schools & universities shape or block p2p sharing nowadays. School policy on these matters can change very quickly toward restriction or blocking without notice. They may be using a special p2p shaper to slow down p2p bandwidth. Here is an example of how one university deals with it Illinois Wesleyan: Internet Bandwidth Shaping shaping gnutella use so it does not steal too much of the university's bandwidth which they pay a lot of money for.

Something you should be aware of is ... LW 4.17 - LW 5 will not allow versions older than 4.14 to download from them. We normally recommend 4.16 for those who wish to use LW 4; LW 4 versions links. LW 4.16 can download from LW 5 & earlier LW 4 versions.

Try this version first, see how it behaves. If the same, then try deleting your LW Preferences folder whilst LW is closed; instructions here: Point #2 & 3 in Fixes for Limewire (sample image included at bottom of page.)

What would have been good is to download from a magnet link from a website .. to see what speed you get. If slow, then that would suggest the university is shaping gnutella network sharing. However, Bitzi no longer seem to offer magnet links to download from as they used to. Their magnet links appear to be dead. However, there are other sites that do offer magnet link alternatives to download files. Question is to find one. Most websites will generally offer a very fast download speed, so if it's 'much' slower than via downloading with a browser, it suggests gnutella network shaping.
