Phex monitors the network, and it will resume the download when it finds new sources. You can trigger a hidden search on the download or you can search yourself, both will cause phex to collect sources. There are no automated searches every half-hour or so. Thats mainly because this is called bad behaivoir and we already had much troubles with other vendors for doing this a few years ago. Phex wants be a nice player without hurting the network.
