Thumbs up Speed/Bandwith?

When downloading, are you allocated so much speed/bandwith to share between your downloads? If for instance I have 5 downloads in progress I have 1kb/s for each one. 3 downloads in progress, one might have 3kb/s, the other two 1kb/s. Any information much appreciated. Thanx.
