I'm having the same problem in 2.3.2 Pro on OS 10.1.3. This is a HUGE problem, guys. Can someone tell us if you're currently looking at this? I've been trying to download files for weeks, but if it dies in those last couple KBs, too bad, it starts over.

It seems to delete the files from the Incomplete folder quite often, as well. The download progress freezes and the speed will lock at 0kb until you stop it. If you look in the Incomplete folder, either before -or- after killing the download, the file is gone. I don't know if it is removing the file for some reason and that's what's killing the download, or if it's removing the file because the download failed. This happens to me about 70% of all attempted downloads.
