It sounds like everything is open and working properly if you have a full connection and hosts are uploading from you. I would just keep tweeking the settings until things get to where you want them.

You might stop sharing for a short time to see if that makes a difference.
Try putting your share slots to 5 and only allow 3 upload limit per host.
