If birdy's fixes dont work try this for your nortons 360
Go to Tasks & Settings --> Change Advanced Settings --> Firewall Protections Settings --> Firewall Program Rule (Tab)
Look for the
LimeWire program in there and make sure the access drop down menu is set to "
Allow" If it is then the setting is correct, if you have to change to "
Allow" then click "Apply"
If after doing this the problem remains it might be your firewall on your router (if you are using one) and this must also be configured to allow limewire access.
