 Rogers of Canada has been confirmed to be shaping bandwidth. But the short story is, ports 49152 to 65535 are the ones to shoot for. They're known as Dynamic or Private Ports, and are there to use freely without stepping on any ports being used by your computer for other things.If you do not no how to setup ports on LW here is how.Go your Tools in LW than Options>Advanced>Firewall Config>than use listening port than enter any of them numbers i gave you and see if they work.
