Menues with no content. (previous posts have not helped)

I am new and yes I know this may seem like a repeat of other posts however it is not.

Hello to all, as this is my first post it is unfortunate it is for a problem. For some time now (and several updates) I have had this issue where my menus have no content. What I mean is when I right click, or hit File or for the purpose of auto completing search terms... and many other features. I have no idea what is in those boxes. I do know from memory what some things are and so I have been using LW like this for a good while. I am posting several screen shots below so those who are interested can see exactly what I am talking about.

A note... I have read the previous posts and have followed said solutions to no avail. Basically, deleting everything and starting over did not work and yes I did it as per the instructions (Exactly). Oh and yes I tried messing with the compatibility modes with similar ends.

So if it's not Java or LW or both what is it?
